Public Meeting on Keepers Place

The public meeting organised by the Focus Team was held at the Brooklands Pavilion yesterday 12th February 2026 to discuss the Hallam Lands application for Keeper's Place.

It was attended by John Baker, Cabinet Member responsoble for Transport  from Central Beds, members of the Parish Council and residents.

Sam explained several technical points and stressed the need to ensure that all objections should avoid being subjective or emotional and instead based on legal arguments in order for them to be considered by the Planning Officers.

The following points among others were made:

1. Difference between ’Outline’ and ‘Reserve’. Usually the ‘Outline application is made before the ‘Reserve’ application. In this case Hallams Land has submitted both at the same time. 

2. The MK Plan 2016-2031 is still in effect. The MK Plan 2050 has just been submitted to the Government for approval and has not fully taken effect. Hallams Land has submitted their application under the 2016-2031 Plan and although they note that some issues may rise under the upcoming 2050 Plan they have said these are not material to their application. 

3. The main suggestion from us is that Hallam Place connect with other developers such as Berkeley to build a road linking MK East into Junction 14 to avoid the impact on Broughton Grounds Lane. It was acknowledged that discussions will have to be held with National Highways due to the additional impact on the A5.

4. Hallams Land noted in their application the success of their development of Brooklands, however it was noted the building of schools on busy grid roads in Brooklands could not be considered a success and yet was presented in their current plan for Keepers Place. 

5. The Hallams Place application suggests creating a walkway on the bridge to Brooklands and strengthening the bridges, however it was suggested the project would be better served if they diverted the funds to building alternative routes not focused on using Broughton Grounds Lane as an access road. 

6. Cllr John Baker from Central Beds said their Council will also object to the application and have asked their residents to object on behalf of Milton Keynes as well. He has sent information that can be used by Milton Keynes residents to also support the Central Beds objection.
